Each Seat picks one job: on the clock for rebase, or vested for stock. Switching is allowed and the 24-hour cooldown is shown on the Seat itself, not buried in a doc.
Emission never touches your liquid balance. It accrues as an index inside staking, and when the total crosses 1.0 you pay your own gas to mint the Seat. The remainder carries forward — nothing is lost.
Tier persists through transfer. Selling a PARTNER Seat sells the seniority with it, which is the point: tier is resale value, and resale volume is protocol revenue. Fusing burns the losers into the survivor and permanently reduces Seat supply.
